If you meet certain income qualifications, you may be eligible to receive a discount on memberships and select subscriptions. For this reason, IEEE has established the special circumstance categories:

Special circumstance discounts are not available to Student members or members in developing nations who take the electronic membership option. Only one category may be claimed in any year.

Follow the below steps when renewing your IEEE membership to select a special circumstance:

  • Confirm your Contact Information, and click continue.
  • Confirm Profile Summary, click continue.
  • You will be presented with the IEEE Catalog with the option to join IEEE Communities and/or Societies, click Continue, located at the bottom of the shopping cart.

IEEE electronic membership is a paperless membership option available to new and renewing higher-grade members who reside in Countries/Regions where the per capita gross national income (GNI) does not exceed US$15,000 (per World Bank Guidelines).

The annual base dues for the electronic membership option depend on where you live. The standard regional assessment will still apply and is the same whether you choose traditional or electronic membership. Please visit the electronic membership page in developing nations for additional information about the service.

Undergraduate Students in these countries automatically receive lower student dues.

The electronic membership option is not available with Student membership. If you are a graduate or undergraduate student enrolled in at least a 50% course load at an accredited university, IEEE has a special Student membership available.

Papers submitted through a conference often take several months to appear in Xplore. However, this time period might be extended based upon the submittal process of the conference organizers.

Should you have specific questions regarding the publishing schedule of your conference, please contact your conference organizer to whom you submitted your paper.

Learn more about the publishing process in the IEEE Author Center.

Authors publish with IEEE for heightened visibility, research activity, and industry credibility. IEEE continues to be the most cited publisher in the U.S. and European new technology patents. Authors will find that publishing with the IEEE ensures professional development and exposure to their works.

Submission guidelines for each publication may vary. To be sure you are meeting all of the requirements for a specific publication, visit IEEE Xplore and select the publication you wish to be published by using the browse or search feature. Many publications have a “submit a manuscript” icon you can click on. This lets you know that you can use ScholarOne Manuscripts to make your submission.

If the ScholarOne Manuscripts icon is not available on that page, you may need to visit that specific publication’s home page or contact the Editor-in-Chief directly to gain access to that specific publication’s submission guidelines. Most publications offer an “Author Resources” section at the bottom of the left-hand column where there are links to “IEEE Information” and “Additional Information,” which may provide the guidelines.
